PLEASE FEEL FREE TO DISTRIBUTE TO YOUR MEMBERS. At a Special Meeting of the BOE, we voted to move the Board of Education election to November. After discussing the pros and cons regarding this issue, the vote was 5-4 in favor of the move. This was by far one of the most difficult decisions I have had to make as a member of the BOE. There has been considerable debate about this issue. Some people discussed the politics that might impact the election in November, others discussed the budget process, and others discussed the cost of campaigns candidates will assume when seeking a BOE seat. The primary factor that led me to vote in favor of the move was the money saved as a result of the move; which in turn would impact our children?s education. The following is how the move will impact the BOE, as presented by the BOE President. November Election Two items would be on the ballot: ? School Board candidates who, by law, will be placed in a separate section of the ballot and will not be aligned with any party or partisan candidates ? Any proposed cap over-ride referendums (i.e. tentatively budgeted amounts in excess of the 2% cap). Budgeted amounts within the cap will not appear on the ballot or be part of the voting process. Impact on Board Members ? The Re-organization meeting would be in the first week of January following the November election o The interim period would provide time for new member orientation o Voting by the Board on the numerous resolutions (appointments, calendar, etc.) impacting the following school would remain in May thereby giving new members time to become well-versed in how they affect the District ? The term of current Trustees would be extended to the January Re-organization meeting Impact on the Budget Process ? The schedule/process for preparing the budget does not change including: o Adoption of a tentative budget by the Board o Submission of the tentative budget to the County Superintendent for his approval o Presentation of the tentative budget to the public o Adoption of the final budget by the Board ? If the tentative budget is within the 2% cap, it becomes the budget after the above approvals ? Any excess over the 2% cap becomes a provisional budget until approved by the voters in November. If defeated, the cap amount becomes the budget; if approved, the excess is incorporated into the budget Fiscal Impact ? District will only be charged with any incremental costs (expected to be minimal, if any) for the November elections since the county already covers the cost of board poling workers, transportation of machines, printing of ballots, etc. ? If the election remains in April, the District will be charged its share of the cost of the election. Over the past three years that cost has averaged approximately $30,000. It is anticipated that, because of the significant number of district which have opted to move to November, the cost will increase to as much as $45,000. Other Impacts ? Instruction will not have to be interrupted for another half day for the April election. Our district is presently facing a very large budget deficit. This deficit, if not addressed, can have significant impact on our school district. A savings of between $30,000.00-$45,000.00 could save a program or keep a teacher in a classroom. In my mind, that is what is important. We have do do everything we can to stop the financial bleeding int his district. Hence, I voted in the affirmative. I was one of the trustees who voted against moving the election to November, mainly because of Nutley?s nonpartisan status, as well as the fact that the budget will not be presented to the voters for the next four years (unless it exceeds the state imposed cap, which is presently 2%). Trustee Rogers has circulated a report to some of the PTOs regarding the factors that played into Monday night's decision, which included the statement provided by Board President Kuchta during last night?s meeting. A copy of that report is attached. For purposes of completeness, I wanted to send to you a summary of the comments conveyed by some of the other Board of Education trustees at last night?s meeting. Kindly circulate to your membership. The Board's decision on Monday night involved issues of cost savings, preserving the right to vote on the budget, and a fear of having party politics infect the Board of Education election process. In all, I hope the attached documents help to inform your membership of the issues discussed by the Board of Education at its special meeting this week, demonstrating that members of the Board took their respective decisions very seriously. *Please note, however, that the attached documents do not represent the official position of the school district, and that the official record of the Board of Education?s decision is contained within its meeting minutes, which will be adopted at a future meeting of the Board of Education. * Your membership should also be advised that the Board of Education participated in a very important retreat following our special meeting on Monday night.
